Black badge 130 watts on eBay (NJ)

eBay auction # 152573398390 - for sale is a 210 HD with what appears to be black badges that say 130 watts. I don't think I have ever seen this combination of wattage and badges before.
Besides, could be a great deal for someone in the NJ area to snap up. If it was local to me I'd be in serious trouble :)
I've saved pictures from the auction but thought I'd better not post here until I obtain permission. I can share privately via email.

Me thinks somebody pained the badges themselves. I've never seen the blackies on one either. SS PI version so I GUESS it's POSSIBLE but I kind of think there's a fox in the hen house. Man, that thing has some rust and maintenance issues. Mike.
