Weak sound 212 hd

Hi, and thanks for membership.
Just got an 212 hd 130.sounded good for about 10 minutes, and now just a tiny sound, at 10...tubes are ok, tested. Big Caps, seems ok, 380v on, when powered up, but looses it within minutes, when powering down, is this normal? I've made a good part of repairing tube amps, for small isuues, but got no scope, just a dmm, so a little lost here.. Anybody who kan point me in a direction? No signs of heating/physical damage. Update... Changed the big caps.. No difference.. Checked bias, on the one resistor 25 mv on the other - 30 mv, same polarity.. Is this normail? I mean + mv on the one and - mv on the other..
