2100 65 cold heat sync on driver board. What to Do?

My 2100/65 top lights up , output valves seem okay. All fuses are fine but the driver board heat syncs are cold. There is a blue thumb wheel that can be turned, not sure if the previous owners have touched this. How can i measure voltages to check if voltages are correct?
